Abstract

Zakat produktif merupakan salah satu bentuk pendayagunaan zakat yang bertujuan meningkatkan kesejahteraan mustahik melalui pemberdayaan ekonomi. Keberhasilan program zakat produktif tidak hanya ditentukan oleh pengelola lembaga zakat, tetapi juga dipengaruhi oleh tingkat kepatuhan mustahik dalam menjalankan program yang telah ditetapkan. Penelitian ini dilatarbelakangi oleh masih ditemukannya mustahik yang belum optimal dalam mengelola bantuan zakat produktif sehingga memengaruhi keberhasilan program pemberdayaan yang dilaksanakan oleh BAZNAS Kota Pekalongan. Penelitian ini bertujuan untuk mengetahui implementasi pendayagunaan zakat produktif di BAZNAS Kota Pekalongan, menganalisis kepatuhan mustahik dalam program zakat produktif ditinjau dari Peraturan Menteri Agama RI. No. 52 Tahun 2014. Penelitian ini menggunakan metode yuridis empiris dengan pendekatan kualitatif. Data diperoleh melalui observasi, wawancara, dan dokumentasi. Analisis data dilakukan dengan tahapan reduksi data, penyajian data, dan penarikan kesimpulan menggunakan teori kepatuhan hukum Soerjono Soekanto yang meliputi compliance, identification, dan internalization. Hasil penelitian menunjukkan bahwa zakat produktif di BAZNAS Kota Pekalongan diimplementasikan melalui program Z-mart, angkringan, barbershop dan pijat refleksi. Secara umum mustahik telah mematuhi program zakat produktif. Namun, masih ditemukan beberapa mustahik yang kurang optimal dalam mengelola usaha, pembuatan pelaporan, ketidakhadiran dalam pembinaan, dan ketidakkonsistenan sebagian mustahik dalam menjalankan usaha produktif. Faktor-faktor yang mempengaruhi kepatuhan mustahik meliputi faktor kepribadian, kepercayaan, dan lingkungan. Oleh karena itu, kepatuhan mustahik memiliki peran penting dalam menentukan keberhasilan program zakat produktif sebagai instrumen pemberdayaan ekonomi masyarakat. The success of a productive zakat program is not only determined by the management of zakat institutions, but is also influenced by the level of compliance of recipients in implementing the established program. This research is motivated by the finding that recipients are still not optimal in managing productive zakat assistance, which affects the success of the empowerment program implemented by the Pekalongan City BAZNAS. This study aims to determine the implementation of productive zakat utilization at BAZNAS Pekalongan City, analyze the compliance of mustahik in the productive zakat program in accordance with the Regulation of the Minister of Religious Affairs of the Republic of Indonesia Number 52 of 2014. This study uses an empirical juridical method with a qualitative approach. Data were obtained through observation, interviews, and documentation. Data analysis was carried out through the stages of data reduction, data presentation, and drawing conclusions using Soerjono Soekanto's legal compliance theory, which includes compliance, identification, and internalization. The research results show that the implementation of the productive zakat program at the Pekalongan City BAZNAS (National Agency for the Protection of the Poor) through the stages of submission, survey, selection, training, aid distribution, mentoring, and monitoring and evaluation. The program is implemented in the form of Z-mart, food stalls, barbershops, and reflexology massage businesses. The compliance of beneficiaries with the productive zakat program has generally been good. However, some beneficiaries were found to be less than optimal in managing their businesses and preparing reports, not attending training sessions, and some were found to be inconsistent in running their businesses. Factors influencing beneficiary compliance include personality, beliefs, and the environment. Therefore, beneficiary compliance plays a crucial role in determining the success of the productive zakat program as an instrument for community economic empowerment.
