Abstract

The management of bengkok land is part of village asset management, playing a crucial role in supporting village governance and providing benefits to the community. Ideally, village governments should implement the principles of accountability and transparency as part of the General Principles of Good Governance (AAUPB). However, in Kesesirejo Village, Pemalang Regency, these two principles have not been fully implemented. There are still limitations in disseminating information to the public regarding the management of bengkok land, as well as the lack of transparency in the accountability of the village government. This study aims to analyze the application of the principles of accountability and transparency in the management of bengkok land and to examine the legal consequences that may arise from its implementation. This research employed an empirical legal method using a qualitative approach. Data were obtained through interviews with the village head, village officials, the Village Consultative Body (BPD), community leaders, and residents of Kesesirejo Village. Data were also collected through observation, documentation, and literature review. Then, data were analyzed descriptively and qualitatively, linking field facts to applicable legal provisions. The results indicate that the implementation of the principles of accountability and transparency in the management of bengkok land has not been optimal. Although management has been carried out in accordance with applicable regulations, information dissemination and accountability to the public remain suboptimal. This situation has the potential to lead to legal sanctions. Therefore, increased information transparency, the preparation of more accountable management reports, and community involvement in oversight are needed to ensure that the management of bengkok land is carried out in accordance with the principles of the AAUPB.
