Abstract
Abstract This study examines the phenomenon of voter abstention (golput) in the 2024 Pemalang Regency Regional Head Election, viewed through the lens of Maqashid Syari'ah (the objectives of Islamic law) regarding the decline in voter participation. The study is motivated by the drop in public participation during the 2024 election—which impacts the quality of democracy and the value of analyzing this issue from a Maqashid Syari'ahperspective. The research aims to identify the factors contributing to abstention in the 2024 Pemalang Regency election and to analyze the phenomenon within the framework of Maqashid Syari'ah. This is a field research study employing a qualitative approach. Data were gathered through observation, interviews, and documentation involving the Pemalang Regency General Election Commission (KPU) and the residents of Pemalang District. Data analysis was conducted through the stages of data reduction, data presentation, and conclusion drawing. The results indicate that the decline in voter participation in the 2024 Pemalang Regency election was influenced by several factors: low public political awareness, work commitments, apathy regarding the exercise of voting rights, a lack of public trust in the candidates, and political fatigue resulting from the election being held close to the Presidential Election. From the perspective of Maqashid Syari'ah, public participation in regional elections is part of the effort to realize the public good (maslahah) by electing a leader capable of fulfilling their mandate and safeguarding the community's interests. Consequently, the phenomenon of abstention driven by low political awareness and other non-principled factors is inconsistent with the objectives of Maqashid Syari'ah, as it hinders the realization of the common good in governance.
