Abstract

The case that is the background of this research is the existence of a government policy that requires food industry players to legalize products produced with halal certificates, which was initially voluntary, then since October 2019 the policy has become an order or mandatory. The country of Indonesia where the majority of the population is Muslim and halal food is an obligation for a Muslim, so food industry players must carry out a halal production process. However, in reality there are 2,095 food industry players in Pekalongan out of a total of more than 6,666 MSME owners, only around 835 business owners are Halal certified. This study aims to find out how the halal certification process is implemented in Indonesia, what are the obstacles and supports faced by food industry players in Pekalongan in implementing halal certification, how are the perceptions of food industry business actors towards halal certification formed, how are the perceptions of food industry players towards halal certification. The approach used in this research is a qualitative approach with a phenomenological research type. The data collection technique in this study used source triangulation, the researchers conducted interviews and observations of 5 food industry players in Pekalongan, both those who did not yet have halal certification and those who already had the halal certification. supported by documentation and literature that supports this research This research resulted in the finding that the implementation of halal certification can be carried out free of charge for simple food industry processes, and a fee is charged for food industrial processes that use processed food ingredients and/or use animal food products. While halal certification itself has obstacles and support in the implementation process. Government support for free halal certification, the existence of halal awareness among food industry players, and seeing market opportunities are the supporting points, while barriers to inadequate knowledge, inadequate finances, and procedures that are considered a complicated and time-consuming cover halal certification. and affect perception. The process of perception of food industry players in Pekalongan begins with the absorption of information that is organized with an understanding of halal certification. This understanding becomes evaluation material that triggers their perception of halal certification. So that perceptions produce various perceptions including religious values, health values, food safety values, and economic values.
