Abstract

Berdasarkan data yang dihimpun oleh lembaga PSGA dan KOPRI Komisariat, terdapat beberapa kasus kekerasan seksual yang terjadi di UIN KH. Abdurrahman Wahid Pekalongan. Hal tersebut terkesan paradoks, lembaga pendidikan yang dinilai mampu membentuk karakter peserta didik justru menjadi tempat terjadinya praktik kekerasan. Namun, UIN KH. Abdurrahman Wahid Pekalongan telah memiliki kebijakan anti kekerasan seksual sebagai landasan normatif untuk mencegah dan menangani kekerasan seksual di lingkungan kampus. Oleh karena itu, penelitian ini bertujuan untuk menganalisis lebih dalam aktualisasi kebijakan anti kekerasan seksual melalui perspektif pendidikan berkeadilan gender di UIN KH. Abdurrahman Wahid Pekalongan. Penelitian ini termasuk ke dalam penelitian kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi, dan dokumentasi. Narasumber dalam penelitian ini meliputi mahasiswa, dosen, tenaga kependidikan, kepala PSGA, kepala perpustakaan, ketua UKM Sigma, dan ketua KOPRI Komisariat. Teknik analisis data yang digunakan merujuk teori Miles dan Huberman yang melalui tiga tahapan yaitu kondensasi data, penyajian data, serta verifikasi dan penarikan kesimpulan. Kemudian data tersebut diuji keabsahannya menggunakan teknik triangulasi waktu, metode, dan narasumber. Hasil penelitian tersebut menunjukkan bahwa kebijakan anti kekerasan seksual tertuang dalam SK Rektor Nomor 773 Tahun 2020 tentang Pedoman Pencegahan dan Penanganan Kekerasan Seksual. Kebijakan tersebut telah diaktualisasikan sesuai dengan prinsip keadilan gender yaitu mengandung nilai makruf, mubadalah, dan keadilan hakiki. Hal tersebut dibuktikan dengan adanya integrasi nilai-nilai adil gender dalam proses pembelajaran, layanan akademik, hingga sarana dan prasarana. Kebijakan tersebut secara tidak langsung berimplikasi terhadap budaya akademik yang mulai dibangun di atas pondasi kesalingan, kemitraan, kerja sama, dan keadilan. ABSTRACT Based on data collected by PSGA and KOPRI Commissariat, there are several cases of sexual violence that occurred at UIN KH Abdurrahman Wahid Pekalongan. This seems paradoxical, an educational institution that is considered capable of shaping the character of students is actually a place where violent practices occur. However, UIN KH Abdurrahman Wahid Pekalongan has an anti-sexual violence policy as a normative basis for preventing and handling sexual violence on campus. Therefore, this study aims to analyze more deeply the actualization of anti-sexual violence policies through the perspective of gender justice education at UIN KH. Abdurrahman Wahid Pekalongan. This research is included in qualitative research with a case study approach. The data collection techniques used are interviews, observation, and documentation. The resource persons in this study include students, lecturers, education staff, head of PSGA, head of the library, head of Sigma UKM, and head of KOPRI Commissariat. The data analysis technique used refers to the Miles and Huberman theory which goes through three stages, namely data condensation, data presentation, and verification and conclusion drawing. Then the data was tested for validity using triangulation techniques of time, method, and sources. The results showed that the anti-sexual violence policy is contained in the Chancellor's Decree Number 773 of 2020 concerning Guidelines for the Prevention and Handling of Sexual Violence. The policy has been actualized in accordance with the principles of gender justice, namely containing the values of makruf, mubadalah, and ultimate justice. This is evidenced by the integration of gender justice values in the learning process, academic services, and facilities and infrastructure. The policy indirectly has implications for the academic culture that has begun to be built on the foundations of equality, partnership, cooperation, and justice.
