Skripsi Program Studi Hukum Tata Negara Fakultas Syariah Universitas Islam Negeri (UIN) K.H. Abdurrahman Wahid Pekalongan. Pembimbing : Ahmad Fauzan, M.Si. Peraturan Daerah Kabupaten Pemalang Nomor 12 Tahun 2019 Tentang Penanggulangan Pelacuran adalah Peraturan Daerah Kabupaten Pemalang yang mengatur pencegahan dan pemberantasan perbuatan pelacuran.Pemerintah Kabupaten Pemalang memiliki permasalahan mengenai praktek pelacuran yang belum tuntas dan perbuatan pelacuran telah melanggar norma hukum dan norma agama. Maka rumusan masalah yang dikaji dalam penelitian adalah bagaimana implementasi Peraturan Daerah Kabupaten Pemalang Nomor 12 Tahun 2019 Tentang Penanggulangan Pelacuran, dan bagaimana Peraturan Daerah Kabupaten Pemalang Nomor 12 Tentang Penanggulangan Pelacuran Perspektif Maslahah Mursalah. Penelitian ini bertujuan untuk mengetahui implementasi Peraturan Daerah Kabupaten Pemalang Nomor 12 Tahun 2019 Tentang Penanggulangan Pelacuran dan untuk mengetahui dan menganalisis Peraturan Daerah Kabupaten Pemalang Nomor 12 Tahun 2019 Tentang Penanggulangan Pelacuran perspektif Maslahah Mursalah. Metode yang digunakan dalam penelitian ini adalah yuridis normatif dan yuridis empiris dengan pendekatan kualitatif. Data primer diperoleh melalui obsevasi dan wawancara dengan pihak-pihak terkait Satpol PP, Dinas Sosial dan masyarakat sekitar lokasi di Kabupaten Pemalang. Data sekunder merupakan data pustaka yang diperoleh dengan dengan teknik dokumentasi. mencangkup dokumen-dokumen, jurnal publikasi, buku dan penelitian terdahulu. Teknik analisis data dalam penelitian ini adalah teknik dengan model interaktif dari Miles dan Huberman meliputi reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini menyimpulkan bahwa implementasi Peraturan Daerah Kabupaten Pemalang Nomor 12 Tahun 2019 Tentang penanggulangan pelacuran belum sepenuhnya dilaksanakan dengan baik. Warga sudah berupaya untuk melapor kepada pihak-pihak pemerintah seperti Satpol PP dan Dinas Sosial untuk menertibkan lokasi yang dijadikan praktik pelacuran, namun sampai sekarang masih beroperasi di berbagai lokasi di Kabupaten Pemalang, khususnya di tepi Jalan Pantai Utara berdekatan dengan Terminal Pemalang. Peraturan Daerah Kabupaten Pemalang Nomor 12 Tahun 2019 Tentang Penanggulangan Pelacuran dalam perspektif Maslahah Mursalah sudah sesuai dengan prinsip Maslahah Mursalah yakni Perda tersebut untuk melakukan pencegahan, pemberantasan dan rehabilitasi yang termasuk amar ma’uf nahi munkar. . Implementation of Pemalang Regency Regional Regulation Number 12 of 2019 concerning Prevention of Prostitution is a Regional regulation to prevent and eradicate acts of prostitution that occur in Pemalang Regency. Prostitution prevention is an effort to prevent and overcome prostitution by implementing various steps such as prevention, raids and rehabilitation. Prostitution prevention aims to create peace, security and comfort in the community. The method used in this research is empirical juridical with a qualitative approach. Primary data was obtained through interviews with government parties, local communities and related agencies. Secondary data is library data which includes published documents about law. The results of this study indicate that the efforts of the Pemalang Regency government to implement prostitution control have not fully met the success of implementing the Pemalang Regency Regional Regulation Number 12 of 2019 concerning Control. According to residents of Pemalang Regency, Regional Regulation Number 12 of 2019 concerning Prostitution Control has not been implemented properly and as a whole, residents have tried to report to government agencies such as Satpol PP and the Social Service to regulate locations that are used for prostitution practices, but until now it is still operating in various locations in Pemalang Regency, especially on the edge of Jalan Pantai Utara close to the Pemalang Terminal. Judging from the data obtained from Satpol PP, prostitution cases that are included in the guidance have increased, in 2023 there were 21 cases and in 2024 there were 35 cases. While the cases that entered the court in 2023 were 25 cases and in 2024 there were 18 cases. This shows that prostitution cases in Pemalang Regency have not been resolved properly and overall it is proven by the fact that prostitution places are still operating. The handling of prostitution that has not been resolved optimally is due to several factors, namely internal and external factors. Pemalang regency regional regulaion number 12 of 2019 concering the eradication of prostitution from the Maslahah Mursalah perspective, the eradication of prostutution in its implementation has been carried out by the Pemalang Regency goverment, but its implementation is not optimal and has not completely eradicated the pratice of prostitution. From the Maslahah Mursalah perspective, in accordance with the Maslahah Mursalah principle, eradicating prostitution is incuded in the act that it is in line with Maslahah Mursalah.
