Abstract

National National food security still faces structural challenges such as stagnant production, land conversion, and low farmer welfare, including in Pekalongan Regency. The Labor-Intensive Program (PPK) is a community-based social intervention strategy to create temporary jobs and optimize local resources. This study not only analyzes the impact of PPK on food security and the economy but also offers a new approach through the integration of maqāṣid al-syarī‘ah and empowerment theory within the framework of Islamic Empowerment Theory (IET), a holistic evaluative approach that has not been widely used in previous studies. The study employs qualitative field methods, including observation, in-depth interviews, and documentation in the villages of Jetaklengkong and Wonopringgo. The results indicate that PPK positively contributes to increased agricultural productivity, timely planting and harvesting, and improved irrigation infrastructure. Economically, the program enhances community income, purchasing power, and absorbs local labor. However, the program still faces challenges in terms of sustainability, technical skills, and dependence on village funds. From an IET perspective, PPK has supported the values of taʿāwun, maslaḥah, shūrā, and ʿadālah, although they have not yet been fully implemented in a structural and inclusive manner. This study contributes theoretically to the development of an Islamic value-based evaluation model, practically to improving the implementation of the PPK, and empirically through local data that enriches sharia-based economic empowerment policies in rural areas.
