Evita, Septianti, 2025. “The Effectiveness of Halal Certification Law for Food and Beverage Products in UMKM in Kandeman District, Batang Regency”, Thesis for the Sharia Economic Law Study Program, Faculty of Sharia, K.H. Abdurrahman Wahid State Islamic University (UIN) Pekalongan. Supervisor: Luqman Haqiqi Amirulloh, S.H.I., M.H. Halal certification is a legal obligation for all food and beverage business operators in Indonesia as regulated by Law Number 33 of 2014 concerning Halal Product Assurance. However, in the field, particularly in Kandeman District, Batang Regency, the level of compliance among MSME actors with this obligation is still low. This study aims to analyze the extent to which the effectiveness of halal certification law is applied to MSMEs in the region, as well as to examine the legal consequences for business actors who have not obtained halal certification. This research uses a sociological juridical approach with a qualitative method. The theoretical framework used includes the theory of legal effectiveness according to Soerjono Soekanto, the concept of legal consequences, and the concept of halal certification. Data were obtained through direct interviews with MSME actors in the Kandeman District. The research results show that the effectiveness of halal certification law is still weak. This is influenced by the low level of legal awareness among business actors, minimal socialization from the government, and administrative and cost constraints in the certification process. On the other hand, although there are normative provisions requiring halal certification, MSME actors who are not certified have not yet faced any real legal sanctions. The legal consequences are more potential in nature, such as decreased consumer trust, and the possibility of facing administrative sanctions if regulations are strictly enforced. This research recommends the need for systematic efforts to enhance legal effectiveness through legal counseling, ease of the certification process, and more consistent supervision and law enforcement so that the law is not only normative but truly operates in practice.
